The focus is on how existing buildings can be used, maintained, renovated, or converted for as long as possible before demolition and new construction are considered. Important decisions that significantly influence resource consumption, CO₂ emissions, and future material flows can be made, especially during the early planning phases.
Funding for early planning phases
Funding is provided for external consulting services during the needs assessment phase, architectural competitions, and preliminary and final design planning. The state of Baden-Württemberg covers up to 90 percent of the eligible consulting costs.
A total of 500,000 euros is available for the funding program until the end of 2027. The grant amount per project ranges between 5,000 and 28,000 euros. Eligible applicants include municipalities, cities, and districts in Baden-Württemberg, as well as municipal companies with majority municipal ownership.
Identifying circular potential early on
Circular construction does not start with material selection. The greatest leverage often lies in the initial question of whether existing buildings can be reused, converted, or expanded. This is exactly where the initial consultation comes in: it creates the foundation for incorporating resource conservation and circularity into construction projects from the very beginning.
The funding program aims to help initiate concrete circular construction projects in Baden-Württemberg and support municipalities in developing sustainable buildings and infrastructure.

EPEA assists municipalities, public clients, and project partners in the development and implementation of circular strategies in the construction sector. This includes, among other things, the assessment of existing buildings, the identification of reuse and circularity potential, and the integration of circular requirements into planning and decision-making processes.
